Natural Resources Conservation Service The Natural Resources Conservation Service (NRCS) works with farmers and ranchers to protect, conserve, and restore wetlands while ensuring their ability to produce food and fiber. NRCS works with USDA program participants to identify and conserve wetlands that are subject to the Wetland Conservation provisions enacted by Congress in the 1985 Farm Bill. NRCS also administers voluntary conservation programs, including the very popular Wetland Reserve Program, that provides technical and financial assistance to landowners that are interested in creating, restoring and enhancing wetlands. For more information, please visit the NRCS wetland website. The Corps evaluates permit applications for essentially all construction activities that occur in the nation's waters, including wetlands. Corps permits are also necessary for any work, including construction and dredging, in the nation's navigable waters.
