Job Description
Basic Purpose Positions in this job family are assigned duties and responsibilities involving document production and management through a variety of manual or technological processes. This may include preparing correspondence, reports or other documents, maintaining various filing systems, including computer records of various activities, reviewing and processing applications for permits or licenses, assisting agency customers with inquiries or problems concerning an assigned program area, processing various types of claims, requisitions, purchase orders and invoices for payment, and similar duties.
Typical Functions
- Maintains a variety of records such as perpetual inventories of supplies and materials, and statements of expenditures; reconciles departmental records with central records; prepares correspondence, forms and reports.
- Initiates and handles correspondence relating to a special field or program in regards to agency or program rules, policies, procedures, or requirements.
- Performs a variety of sorting and filing tasks; answers the phone, takes messages, and disseminates information; opens, sorts, distributes, collects, and delivers mail; performs a number of tasks such as posting and recording data.
- Produces documents of various levels of complexity, ranging from plain copy typing to the manipulation of data to create complex presentations.
- Enters and retrieves information using personal computer or other data processing equipment, and receives and reviews coded and uncoded source documents; proofs previously entered data and makes routine corrections.
- Examines, checks, and verifies reports and other documents for completeness, appropriateness, adequacy, and conformity to established requirements, and follows up on discrepancies.
- Maintains an inventory of equipment and supplies used in office or shop operations; receives or delivers materials and equipment.
- Supervises staff and activities involved in the performance of specialized or technical work, which involves the exercise of independent judgment; develops operational procedures and trains staff.
- Reviews and processes claims from vendors, contractors, medical providers and others for reimbursement or payment under various state programs.
- Assists customers in securing needed information and documents; conducts interviews to obtain information from clients; provides transportation or other assistance to clients as required.
Level Descriptor
This is the basic level where employees perform only the most routine tasks. Employees will be expected to gain in-depth knowledge of the program or services being offered.
Education and Experience
Education and Experience requirements at this level consist of six months of clerical office experience; or an equivalent combination of education and experience, substituting one of the following for the required experience: (a) six months of technical or vocational training course work or high school training in business or office machines; or (b) the completion of 15 semester hours from a college or university.
Knowledge, Skills, Abilities and Competencies
Knowledge, Skills and Abilities required at this level include knowledge of office methods and procedures; of grammar, punctuation and spelling; and of basic mathematics. Skill is required to operate office machines including computers. Ability is required to follow oral and written instructions, and to establish and maintain effective working relationships with others.

Job Description Basic Purpose Positions in this job family conduct legal research and provide legal representation and advice to clients in government-related areas of expertise (e.g., oil and gas, public utility, and transportation, regulatory compliance, rulemaking, employment/labor, ethics, health and human services, or other areas of law as may be applicable).
Typical Functions
- Participates or assist in the resolution of employee complaints, disciplinary actions, and appeals through the State's administrative process, other regulatory bodies, or court appeals when required. This may include, but not limited to, complaints or allegations by employees regarding, discrimination, wage and hour disputes, and unemployment.
- Conducts or assists in the enforcement of agency rules, including action taken against licensees when in violation of agency rules. Such actions may include trying disciplinary cases to an Administrative Law Judge and asserting or responding to appeals from such cases.
- Advises agency directors, managers, and other relevant staff on internal employee complaints, administrative and operational rules, laws, and procedures to include but not limited to agency policy, federal and state personnel laws, and other regulatory mandates required for the agency to conduct business.
- Prepares, reviews, and/or presents letters, memoranda of law, briefs, contracts, pleadings, motions, orders, consents, and other relevant or related documents and pleadings. This may include preparing, reviewing, or presenting cases and/or appeals to administrative, district, appellate courts, and/or administrative boards in writing or orally.
- Prepares and presents the agency’s case in administrative hearings and trial litigation, pre-trial or pre-hearing conferences, and arguing the agency motion/position before the court, commission, hearing officer, or Administrative Law Judge. Makes disciplinary charging decisions; conducts discovery; examines and cross-examines witnesses; negotiates in support of the agency.
- Reviews, edits, and approves litigation filings when appropriate.
- Mentors or oversees lower-level staff and projects within an assigned area in an effective and professional manner, reviews and provides guidance of cases including cases involving litigation; may recommend or provide training, guidance, motivation, and support of staff.
- May prepare and present continuing education or basic academy legal topic courses to peace officers, private licensees, and/or law enforcement cadets.

Attorney I is the basic level of the job family, where employees are responsible for performing routine entry level legal work in a training status to build their skills related to providing legal advice and work product. Assignments are prescribed, but the methods are not typically reviewed nor controlled while the work is in progress.
Based on work history and experience, applicant may be eligible for appointment at an Attorney II level. Attorney II is the level of the job family where incumbents are largely responsible for performing a full range of professional legal activities or at a full performance level. May provide training or assistance to lower-level employees. Assignments are prescribed, but the methods are not typically reviewed nor controlled while the work is in progress.
Both levels work under the direct supervision of General Counsel or other supervisory-level Attorney.
Knowledge, Skills, Abilities and Competencies
Knowledge, Skills, and Abilities required at this level include knowledge of applicable state and federal laws; applicable administrative rules and regulations; federal and state constitutional law; agency policies and procedures; trial and hearing procedures; rules of civil procedure and evidence; methods and techniques for conducting legal research and writing.
Skills required include critical thinking; conducting legal research; effective written and oral communication; attention to detail; sound judgment and decision making; ability to maintain confidences.
Familiarity with Microsoft Office is preferred – Outlook, Word, PowerPoint, and Excel; ability and willingness to learn other programs as needed is required.
Abilities required include presenting statements of fact and law; clearly and logically articulating positions in written and oral form; analyzing, interpreting, and applying various laws, rules, regulations, agency policies, and procedures; directing and/or performing independent and difficult research; analyzing, appraising, and applying legal principles and precedents to difficult legal or factual problems; conducting legal research on Fastcase, the Oklahoma State Court Network, and other printed or internet-based legal resources; meeting timelines while following Oklahoma and applicable federal statutes; and representing the agency in a professional manner.
Education and Experience
Education and Experience requirements at this level consists of a Juris Doctor degree from an accredited law school, a license to practice law in State of Oklahoma, and membership in Oklahoma Bar Association.
Otherwise qualified applicants who have a JD and will sit for the July 2024 bar examination may be considered for appointment at the Attorney I level. Appointment of such individuals will be contingent upon bar passage and admission to the Oklahoma Bar.
Qualified applicants with at least two years of legal experience may be considered for appointment at the Attorney II level.

Typical Functions The functions performed in this job family will vary by level, unit and organization, but may include the following:
• Coordinates, facilitates, and instructs various subjects in law enforcement basic academies, advanced and specialized continuing education courses. • Develops course outlines and reference materials for courses of instruction at all levels of instruction. • Assists in developing, writing, and modifying curriculum for training programs within Oklahoma. • Establishes and maintains satisfactory working relationships with others. • Completes other job-related tasks as prescribed by the Academy Coordinator, Deputy Director, or Executive Director.

This position will conduct staff development training sessions and perform related administrative tasks and functions.
Knowledge, Skills, Abilities and Competencies Position requires knowledge of classroom teaching techniques and use of classroom equipment; demonstrated knowledge in various aspects of law enforcement training; ability to conduct multiple projects simultaneously; and in communicating facts and opinions in an organized, concise, and clear manner, both orally and in writing.
Education and Experience Education and Experience requirements at this level consist of four years of experience in law enforcement including two years as an instructor.
Special Requirements Bachelor’s degree in a Criminal Justice field is preferred. Preference may also be given for Defensive Tactics Instructor certification, Firearms Instructor certification, Law Enforcement Driver Training certification, or Basic Instructor Development certification.
