SRO (Scenic Rivers Operation) is part of a state agency, GRDA (Grand River Dam Authority), established to carry out the provisions of the Scenic Rivers Act.
Our mission is to protect, enhance, and preserve the outstanding aesthetic, historic, archaeological and scientific features of the Illinois River and its tributaries (Lee Creek, Little Lee Creek, Barren Fork Creek, Flint Creek, and the Upper Mountain Fork).
The SRO is invested with the power to establish minimum standards for planning and other ordinances affecting scenic rivers. We work with communities, businesses and individuals to mitigate their impact on scenic rivers. We strive to educate the public about scenic rivers and also to provide everyone the opportunity to enjoy the features that make these water resources so special.

Ed Fite was raised with a passion for rivers. He began working at the OSRC as it's Administrator in 1983. He has recently taken on the title of Vice President of Water Quality for the Scenic Rivers Operations.

Bill James has had a long and successful career in law enforcement. He began working at the Tahlequah Police Department in 1978. He then transferred to the Oklahoma Highway patrol in 1980, where he reached the rank of Captain and Executive of Office of Public Affairs. Bill retired from his position in January 2012, but found his way back into a uniform when the Ranger Supervisor position opened. Bill brings with him several years of knowledge and experience in both law enforcement and management. His proactive approach has already positively impacted the river. We are excited to have him as a part of the team.

Charlie Thurber graduated from Stilwell High School in 2007, and soon began working for the Oklahoma Department of Wildlife Conservation as a Biologist aide, where he worked until 2011. During the summer of 2010, Charlie joined the OSRC seasonal maintenance staff and became full-time in 2012. In 2015 he took over as maintenance supervisor. Charlie is a hard worker who brings positive energy to the agency.
