David Ooten was named State Research Engineer in June 2016. He previously served as Division Engineer for the Strategic Asset and Performance Management Division and the Technology Services Division Engineer. In his current position leading the Office of Research and Implementation, he directs ODOT's efforts to research, implement, and innovate to improve transportation in Oklahoma.
Ooten began his career at ODOT as an Engineer-in-Training in 1986. The next year, he became a Research Project Manager and held that position until 1993, when moving up to Engineering Manager in the Research and Development Division. Ooten served on loan staff with the Strategic Highway Research Program in Washington, D.C. in 1991 and1992. In 1999, he was named Research and Development Division Engineer, and in 2002 became the Division Engineer for the Information Services Division, which was later renamed the Technology Services Division.
Ooten was born in Oklahoma City and holds a bachelor’s degree in civil engineering from Oklahoma State University and became a Professional Engineer in 1992. He and his wife, Michelann, live in Edmond and have three grown children.
